Moving a node from one DC to another

If you need to move a node from one DC to another, you'll need to follow these steps:

1. Increase NP allowance in the new DC to accommodate moved node
2. Physically move node machine
3. Remove previous node record from registry
4. Follow onboarding/install steps
5. Adjust reward config for previous node operator record (reduce by 1)
6. Adjust reward config for new node operator record (increase by 1)
